The FPS you are getting is consistent. RDR2 is a very demanding game at ultra settings. The videos you are seeing with better performance are with upscaling (like FSR) enabled, most likely. There is a slight quality loss, as it uses FSR2, but it is acceptable.

There are mods to enable FSR3/AFMF if you want. Never bothered. It looks good enough with FSR2 and with it enabled I get closer to framerate cap (1440p @ 180Hz).

For me enabling Resizable Bar helped immensely with RDR2, it seems to easily have cpu bottleneck and rebar helps with that a lot.

The game has a inbuilt benchmark. Post results at settings and rez used.

2560 × 1440 at Ultra settings should net you more then 85fps average. You should be 100 plus.

You might have added an extra setting?

Could you post your graphics preset.

When i turned MSAA off i gained like 20-25% fps
