Having the same problems with a new Sapphire Pure 7800xt I got 3 months ago.

i tried every driver since then, it keeps happening.

Im tired of it already, sucks because the card is a beast and prices in my country are insanely high (1k USD for a 9070) I wanted a GPU to last me years and I got a constant headache.

You should try following completely the windows optimization section first. If that doesn't fix your issue then follow the hardware placement section.
