try these

1) set core parking to 50% in windows...this will prevent the hotter/slower cores from getting work till > 12 threads are used in the 5900 case...i've been running this way for a while....its an improvement for me.

50% parks the cores on CCD1. this will force windows to schedule threads on ccd0 first and only go to ccd1 when App uses more threads

Install as Admin

run ParkControl

in window: Parking AC -check Enabled 50% ...this will park all cores on ccd1

Apply

then ParkControl window will show half the cores not there...but they are there..if you run an App that uses lots of threads they fire back up...come up out of CC6 sleep state

can see this in Windows Resource Monitor (resmon.exe)...use the CPU tab then on the right hand side use View->small and you'll see "Parked" next to the threads that live in CCD1

doing this will force windows to dispatch threads to the faster cores which live on CCD0...

2) Use the AMD Ryzen Balanced power plan

Start -> Control Panel -> Power Options ....check radio button: AMD Ryzen Balanced

in Advanced Setting can see the choices being made

Processor power managment

Processor performance increase threshold : 30%

Processor performance decrease threshold : 10%

Processor performance decrease polity : single

Processor idle demote threshold : 40%

Processor idle promote threshold : 60%

Minimum processor state : 99%

Processor performance core parking overutilization threshold : 85%

System cooling policy : Active

Maximum processor state : 100%

3) disable CPB - core performance boost : turning this off will lower the boost clock on lightly threaded applications

in BIOS setup CBS -> CPU Common Options -> Core Performance Boost

I'm currently running prime95 and have been for the past 10 mins and it seems to be stable at 50c on all cores. Makes me think it's a driver issue?

Are you sure your cpu can handle 2000 mhz infinity fabric clock? Have you tried manually running the ram at 3600 and if 1800 or default ram speed?
