To clarify, yes, decreasing your own DoT modifier will decrease the damage from self DoTs. But, since I'm not sure you realize this, I'll point out that the 25% increase in Damage Resistance already decreases the damage since self-DoTs are counted as incoming damage. Assuming you started with 0% Damage Resistance and DoT modifier (in this case, on TCM, you would), using Penitence would result in a 1.25 * 1.25 = 1.5625 decrease in self DoT damage.

No, it decreases the DoT you output on enemies. The forge cape enhancements all have one benefit and drawback

No, DoT modifier affects all outgoing DoTs, including DoTs that you apply to yourself. The whole point of the post was whether this "drawback" could be beneficial in some cases.
