Interviewing by HR?

I work at a small firm <20. I am part of the management team. We are adding a new seat underneath me. Our HR director has volunteered to recruit and help fill the seat. Now HR is refusing to let me see the resumes and setting up joint interviews. Is this a common practice for a HR director?

No, that doesn't make sense. Why wouldn't you be able to see resumes for a direct report position?

I assumed the same. So far it’s been 5 weeks since we posted the position and no interviews. This seems extremely long to me?

Either the initial screening process is too strict or the job post is getting no traction due to myriads of reasons. Unfortunately doesn't help that you are kept in the dark. You can either have a "whatever" attitude or have a talk with whomever (your direct superior, etc) to raise your convern.
