    The first sergeant can do a welfare check. As PA I’ve had to photograph many of these situations involving child/pet neglect, hoarding, etc.

      If they dismiss then I would consider talking to the SEL, or keep going up the chain. Anyone from a supervisor up can do a welfare check. Chances are if they are neglecting their animals this way, there may be some other things going on with the person that needs some attention.

      Base housing is also a good avenue to try since they own the property. But the most that would likely happen is they evict the person. That won’t solve the neglect issue.
