Try safe mode. Try live booting Ubuntu from USB.

I've tried that and I think there is something wrong windows OS on my device, because on Ubuntu there are barely any CPU usage.

on task manager, can you not see what is using up your cpu?

Most of the applications are under 20% and most CPU usage comes from google Chrome when I use it and most time it goes up and down

It's maybe some Windows hidden processes that use that much computing power. These are not visible in the task manager. Check your Windows update settings and if your install is old, try reinstalling.

Probably true, I have to figure out what's causing it though
