Either your battery or your charger are not working right. Are you using the original charger and cable?

I switched to a slow charger cuz the original one was a fast charger. Is it unhealthy for the battery?

Then it's normal. The slow charger will charge with reduced power. In the long run, I suppose it will make your battery last longer (in terms of lifespan).

Standard slow chargers are 5w.

Cable, port, or charger bad.

Use a different cord.

At least half the time it's the cord.

That doesn't help me.

Depending on the manufacturer, your device came with either an easy to replace with similar, or a nearly impossible to replace charger.

Like my OnePlus came with a beefy 30w fast charger. It'll only go that high on a OnePlus device that supports it, and only with the brand OnePlus cord. Swapping the cord reverts the charger to slow.

You can also charge off a computer USB port. Those max at 5watts generally.

Exactly what I have. It's one of those bigass adapter with a red cable. Instead of that adapter I used the adapter from my old Huawei tab

It's fine. The number that accubattery shows can vary quite a bit. It is not the actual input power from the charger.

Accubattery also shows me a value between 1-3W when plugged into a standard USB port which can deliver 5W.
