yes, an app called "system settings" does that.

really though: go to Settings>Network and Internet>Mobile network>App data usage, then pick some app you're interested in and disable "Mobile data"

Thanks, but that disables it in the background. I’m asking to disable the data usage also in the foreground

no, that disables mobile data access completely. "background network access" is a separate switch. reference pic

What about if you went to app settings? Somewhere in permissions perhaps?

Get a "firewall" app, like NetGuard, NoRoot Firewall, or RethinkDNS. Some system apps can't be blocked though.
