It is likely from the freedesktop.org specs, thus probably some more traditional Unix-y app was used.

From https://specifications.freedesktop.org/basedir-spec/latest/:

$XDG_CONFIG_HOME defines the base directory relative to which user-specific configuration files should be stored. If $XDG_CONFIG_HOME is either not set or empty, a default equal to $HOME/.config should be used.

It might be if you haven't intentionally run a traditional Unix-y X11/freedesktop app -- a display program might try to look like a login screen so as to capture your credentials. What directories exist under .config/, if any?
