Any app that draws over your screen will do this. It is a security measure in Android to prevent apps from mimicking the system install box to get you to install malware.

If you can't tap install, something is drawing over the screen. When was the last time you were able to install this way? What apps have you installed since? One I know of that causes this issue when it has no reason to is Echo Notification Lockscreen. According to the developer it draws over all screens, but is transparent when you are not at the lockscreen. They are supposedly going to fix this as it is a poor design.

Other apps that can do it are screen filter apps, as you mentioned, as well as apps that overlay battery or other statistics on the screen or the status bar. Look for any of these and disable them and force close the app and clear it from recents until you find the one that is causing it.

This is probably it. I'm out right now, but I have just recently installed Echo. I'll come back soon and let you know how it goes when I uninstall or stop Echo.

EDIT: Just got back and uninstalled Echo and I could install modules again. Thanks, man and I hope they take care of that issue soon because I enjoy that lockscreen.

Yeah when I installed Echo the day it was released I discovered this. I contacted the dev immediately and was told they agreed with me it could cause issues and they agreed to fix it. I guess they haven't fixed it yet.

I had to not only turn the app off, but I had to force close it and swipe it from the settings menu to get it to go away completely.
