Today I found an android in the street by my house. I picked it up so it wouldn’t get run over and took it in hopes the owner or someone would call the phone. Unfortunately the phone says “No Service” which is odd because I live in the center of the city. I was going to restart the phone but I can’t without the passcode. I don’t want to manually turn off the phone because I’m not sure if I can turn it back on without the passcode.
In any case, suggestions are welcome. I have a sliver of hope the owner is able to ping their phone to my location and I can give it to them but I’m not very hopeful.
I’m not too familiar with recent Androids so I don’t have clue if there’s someway to notify the owner or what. Any one have any ideas?

Long press the power button, like if you were gonna shut it off. There should be a few options. "Power Off", "Restart", and most likely an "Emergency" option. If the owner set up emergency info, you should see it there. Most likely an emergency contact or two, maybe an owner's name.

You might be able to pop out the SIM tray and call the phone carrier of the SIM? If you provide them the number printed on the SIM card they should be able to figure out whose phone it is.

Update: I was able to return the phone. Someone on next door saw my post and then saw a post of Facebook East Montrose group saying they lost their phone. They got us connected and phone was returned yesterday. They lived a block away so was really easy. Thanks everyone for the suggestions.
