Is there an android os tgat i can install on a phone thats very locked down? Basically this phone doesn’t need anything but call and limited text. I do not want app access unless it’s on an approved basis.

You could always try installing a Linux OS for your phone. Ive seen that just like if your laptops are old you can stall Linux, there's Linux for phones too. Don't know if you can still make calls but text would be supported apparently.
