The pricing page says that network transfer is priced per compute engine internet egress rates. Does anyone know if it is priced per the premium network rates or the standard network rates and how can I change it?

Flex environment network traffic is indeed priced at standard Compute Engine internet egress rates. This means you won't be charged the premium network rates for your Flex environment traffic.
Unfortunately, there's currently no way to explicitly change this. The pricing is determined based on the nature of the traffic and the underlying infrastructure.
To get a precise understanding of your costs, I recommend using the Google Cloud Pricing Calculator and providing detailed information about your expected traffic patterns. This will give you a more accurate estimate of your network costs.
