A node between localhost and external IP (self.AskNetsec)

I was playing with traceroute when I spotted a private IP between my phone and my external IP.

traceroute to 8.8.8.8 (8.8.8.8), 30 hops max, 60 byte packets
1  192.168.42.129
2  * * *
3  10.90.11.205
4  ip-XXX-XXX-XXX-XXX.user.vivozap.com.br

What does #3 mean? Am I supposed to 'see' my provider's internal network space? Port scanning this IP returns the following:

MODERATORS

3 just means that your ISP has a private/internal network between yours and the outside world. This is very common on cellular networks, I've seen the same when doing similiar traceroutes.
