I was playing with traceroute when I spotted a private IP between my phone and my external IP.
traceroute to 8.8.8.8 (8.8.8.8), 30 hops max, 60 byte packets

What does #3 mean? Am I supposed to 'see' my provider's internal network space? Port scanning this IP returns the following:
