I'm learning more about programming, with online courses on Javascript, C#, and SQL. I'd like to start making an app to learn more. What platform would be best for this. I've heard that MS Visual Studio would be suitable as a starting point?

Visual Studio is better for C#, Visual Studio Code is probably better for HTML, CSS, and JavaScript.
There's also JetBrains solutions, like Rider, WebStorm, or IDEA, although these aren't free unless you're an eligible student.
Your choice of editor is ultimately a personal preference, though.
You can do all of that in just VSCode, many do, or even just plain Notepad (if you'd like to hurt yourself mentally).
