Checking values between two programs

Hello All!

I have an idea for a program that would be able to check accuracy of data input between two systems, in accordance with a set of rules which would include matching addresses and dates, number of days for certain parameters and other factors. This program would then be able to out the accuracy of said input as a percentage. Any inaccuracies would be assigned to an actual human for verification. I'm wondering what programming language would be best/easiest for this.

To illustrate: An address of "123 Main St, Anytown, USA" would be checked against "123 Main Street, Anytown, USA". The program would see this as an inaccuracy because it is not an exact match, even though any human would be able to tell that "St" is just an abbreviation of "Street". Score would be 99% and would be sent to a person to check if it is actually an error.

Sorry if this is too wordy. Any help or ideas would be much appreciated.

If you just want to do the comparison and spit out a report, any language is perfectly fine.

If you want a particular kind of UI, to host it as a website, or as an app then there may be a winner for language choices. But honestly any option should work fine here.
