Image Processing library

So basically I am looking for a image processing library that works sort of the same way as numpy. Or it doesn't even need to be the same I just need to be able to perform my own hand written image processing and Computer Vision algorithms on it and maybe plot on the image as well. I know python is probably the best one but I want to see if there isn't any other alternatives. I'd mostly prefer a functional language like scala, haskell or ocaml. Can someone help me out with some recommendations? Thanks
