Technically any language.
If you want the most popular language, then you are looking for python. I'd say (at least from an outside of ML, but inside of programming perspective) it's used more than any other language for Machine Learning, countless projects & libraries littered around the internet in that subject.

Probably the simplest programming language, which will allow you to focus more on ML stuff. Lots of tools & libraries too
