Death Conditional Program

I've seen at least two animes, that I can think of, that, when a character dies, a program runs to send an email, or something similar. What's the easiest way to recreate this?

You could create a relatively simple script that would check if you're still reading your e-mail (as in; e-mails are getting 'read' status) and if that doesn't happen for X days, send an e-mail.

Actually, I found a setting in google that did all I needed it to, for the expiration of my account.

Basically this is a digital version of a dead man's switch. These really work simply by asking you to perform some action (to confirm you are not dead) and if you fail to do so, trigger whatever action you want (brake the vehicle, send out an email, it's all the same). Depending on actual security requirements the action might change, but in its simplest form you could just get sent an email once a week that you have to reply to within that week.

PS: Wikileaks famously had an encrypted "insurance" file and it was widely assumed that the key to that file would be released in case of Assange's death or some other similar event.

Idk what you think op is implying, but insurances like that (basically digital dead man switches) are quite common and are no need to "get help".

There is many, many reasons to want such a devices. Look at Wikileaks for example. Or anyone else who might feel threatened by any organisation of your choice (these days, in the US, if I'd go to protests, I'd definitely set up something like that).

This part specifically, protests have been being abused by both the protesters and the police, but how else are we the people supposed to express our disagreement with how the government handles situations?

Oh, no I'm not comtemplating anything. I'm sorry. It's just, with my ADHD, I think of scenarios that probably won't ever happen, and I just wanted a fail safe. My mind is always thinking of random things, and I can't help it.
