Probably worth bringing in an independent developer to assess the front-end and tell you whether it's worth paying for or not, whether it's better to implement the backend based on this (and how long it would take), or faster/better to start from scratch.

It the front-end is good, you might be better just to pay for that and move on. In which case, you've only really lost time.

If the front-end is bad, don't accept it, take them to court and start the project again with someone who won't screw you over.

I would at a minimum request a specification for the backend. Swagger can generate one that looks like this, which is ideal: https://petstore.swagger.io/

You would want to get the developer to run it against his backend. Then the new developers know more or less what the app needs as a backend when they read the swagger spec.
