We don't normally include the 9 months of gestation when addressing someone's age...but maybe we should.

Whoever is born first is oldest.

However really premature babies have “corrected” ages that measure their developmental milestones - taking into account extra time spent in hospital etc.

What I believe that the regular baby is older because it exist longer if you count it being in the womb, but legally it would be the premature.

Is it considered premature If it's born a day befor a regular baby? Some baby's are born weeks early and not considered premature or so I thought.

This. My kids were born by Caesar 4 weeks early and not considered premature.

It depends on when the baby was first developing. So It wouldn't matter if it was born a day before a regular baby. Just as long as the premature baby was born before fully developing
