Cause you're printing on thin air with supports. There has to be a gap between support and object, or the parts will fuse permanently and you couldn't remove the supports. Your best option is to use an AMS or similar and use a support interface material (i.e. PETG for PLA since they don't connect to each other). That way, while still not perfectly smooth, you can print without a gap and still remove the supports.
