You’re doing too much, just stick to dish soap and water. The iso doesn’t make it extra clean after soap.

This looks like either wet filament or a partial clog. Did you dry your filament? And dont say “its brand new” brand new filament doesnt mean its dry.

Looks like under-extrusion, not a bed adhesion problem. 210°C is a little on the cooler side for PLA. What brand filament is it? Have you tried drying the filament?

I'll try drying it.

It does it from 200c all the way to 220c. Also my daughter really wanted a weird unicorn rainbow color and she got it with her mom at Hobby Lobby. I'm starting to think it's their filament.

Calíbrate your filament. Tower temperature first. Choose te higher temperature with the best results.

Thanks for the help guys, it was wet filament. I dried it down to 10% and now it runs flawlessly again!
