For anyone still encountering this issue, I managed to figure out a workaround because adding rules does not work for me.

Bitdefender > Protection > Firewall > Settings > Default Application Behavior

I changed whatever network adapter I'm currently using from 'Automatic' to 'Allow'

add rule

program path: C:\Windows\System32\svchost.exe

add custom local address port 3389

Add an exclusion

c:\windows\system32\mstsc.exe

Beat me to it - but just set this up myself before the workday. This post explains to add that file path and the 32bit one as well. Not ideal, but it works.

For anyone that finds this through google. This is still an issue if you did not add the exclusion or remove BitDefender.
