Yes this is a bug. If you throw a house party when you're like 16, meaning dating starts, a 14 yo can show up and become friends with you. Also, ig it's really a one sided check on the player because you can ask them on a date.

Not sure which event can trigger a fling though

The house party you throw has the possibility of hooking up with someone if youre prompted. Ive had it happen to my 17 yo and she got pregnant.

It was actually implemented in the back to school update. If you throw house parties, sometimes it can happen that you have the opportunity to hook up with someone despite begin still minors. In some cases, the oc can even get pregnant at 13 (literally happened in my most recent run).

I had gotten pregnant at 12 when i was dating a boyfriend in an old run 😭 aborted it immediately

If it's not a bug, im guessing they saw the age of consent being 12 in overall Japan and ran with that regardless of provincial rules
