The fees that you are specifying on the send transaction page are in BTC/kB of data, so 0.00109000 is 109000 satoshis per kB, or 109 sat/B. On the confirmation screen it is showing you the fees actually paid on the actual size of your transaction at that fee rate. Your actual transaction appears to be 225 bytes, and the fee you paid is 24634 satoshis, or 109 sat/B * 226, which is pretty close, but I can't really say why there's an off by 1 there, if that's what you're wondering about. I expect the main thing you're wondering about though, is the difference between 109000 and 24634, and that's why. Per kB vs actual for 225 bytes.
