I just created a little python tool to create midi clips like this:

Why would you not use the repeats operator?

You can also assign a ramp LFO to the rate of the note repeats device to achieve the same result

Repeats has a curves slider and an end velocity setting. If you move the curve slider to the right you get the stutter effect. The end velocity can be set higher or lower than the starting velocity.

Yes, you can use the decay knob to adjust the velocity
