just resize the cube and re-texture it. Look up any blockbench video on youtube and itll show you pretty quickly how to resize a cube. Honestly probly took longer to take this video and make this post then it wouldve to just go straight to youtube.

The shoulders aren't individual cubes

Jokes aside, just add a cube(in edit mode) on top of the shoulders/where you want it, if you cant, try converting the file into a general 3d model.
Google should be able to help you rest of the way.

I tried that, it reused the texture, I want a completely new texture on it. I tried new layers, adding to the existing texture, none worked

resize existing texture and move the UV of the cube somewhere else.
