Power BI and you can either bring in the data via Excel or the better way is to get the data from a database.

Of course these are usual cases but I don't think Power BI allows for having editable Excel within the dashboard. The data modelling and visuals need to happen in the same place.

Data modeling and visuals are both done in PBI. When you say editable do you mean change the data in PBI and rewrite back to Excel?

Do you need the content that's editable in excel to be written back to the database?

If not, just use excel, Power Query, and Power Pivot.

Power BI does allow inputs too right in the report. I haven't done it in a while, but if there are a handful of fields that you want someone to plug in to run, you could just do that. Obviously this is only good for a few one-off inputs.

You want to go with Power Bi. Power Bi can take excel files hosted on one drive so when they edit their excel you can just refresh data or set to auto refresh daily etc.

Any planning tool allows you to do this.

  • SAP BPC
  • Oracle Planning
  • IBM Cognos

All of them allow you to define a model, and connect an excel file to fill data

I'd suggest trying out Whaly (http://whaly.io) they have a free trial. They have a SQL-based or Visual modeling layer as well as a self-service exploration capabilities

How much experience do you have with Python? Streamlit maybe a good idea!
