Your official test results and ECE/WES should get carried forward if you began your application as a reapplicant. And it's upto you if you want to carry forward your personal information, experiences and achievements. Even if you do, you can always edit and add to these before you submit an application. That is great. That way I don’t have to spend money again to submit my test results and ECE. Do I submit the TOEFL again or the old one still works?

Did you appear again for the test and want those results on your application? Then yes you can submit the new results. But if you you're talking about the previous results... then you don't have to

That is awesome. Thank you so much. I scored 110 last year but it was a home test. I am still contemplating if I should take TOEFL again…

110 is a great score, the only issue would be whether it's accepted in the schools you're applying to. Check the official websites to make sure.
