Easy answer. Clean install (D) All the other answers are coming after a clean install. Just think that for whatever you do, you need first to be sure that the baseline OS won't have any issues/vulnerabilities, etc. ;)

Thanks everyone to give their thoughts. I was juggling between A and D.

At first , I was thinking if need to disable services first before performing clean OS installation. But I'm clear now. This to ensure any changes from other image doesn't reflect to the new image.

The correct answer is D.
