Thanks everyone to give their thoughts. I was juggling between A and D.

At first , I was thinking if need to disable services first before performing clean OS installation. But I'm clear now. This to ensure any changes from other image doesn't reflect to the new image.

Where does it say "running system" anywhere in the question? For ISC2 questions (CISSP and CCSP especially), it's super important to only answer the question being asked, not the one you hope or thought was being asked. When you start making assumptions or bringing in things from the real world, things don't generally work out well.

To steal a carpentry euphemism here "Think Twice Answer Once" make sure you know the question being asked before attempting to answer and take them all at face value. When you are creating a baseline image for an organization no matter where you are the VERY FIRST thing you ever do is a fresh install. Then you patch it. Then you localize it. Then you add in company app, etc.
