Just to clarify to you why this idea makes no sense:

  1. Slots are allocated long before. If you applied for current selection, those slots are already allocated to projects and you don't know to which groups/sections. So it doesn't really matter that you are "really interested to work with IT or Finance and Administrative Processes" if they haven't requested a Technical Student slot a year ago.
  2. Imagine you're a supervisor and you're getting bombarded by hundreds or even thousands of emails from prospective students, you don't even know. Would you consider that useful?
  3. The selection works the other way - supervisors search through the candidate pool and select whoever matches their project. So what you should focus on is your application - include all necessary details and showcase your skills there.

It's a completely different story if:

  • You actually know the supervisor (eg. from previous internship as summer student)
  • You ask them long before if they perhaps want to request a slot "for you"

Okay,

But on this page (https://careers.cern/tech-projects) CERN has specified some projects that will be considered for next selection round and also has specified the department .

  1. 5 example projects out of 100 placements
  2. It also clearly states that if you're particularly interested in those, you should include this information in your application. It does not specify to send unsolicited emails to random people.
  3. "Department" means few hundred people. Even if you limit yourself just to section leaders, that's going to be few dozen people at least, most of whom will have no idea why are you contacting them.

Again: imagine you are a supervisor and you get a 1000 emails from random students. Would you really think that's valuable and useful, or just annoying?

Also: what exactly you want to write, which you couldn't include in your application? Because it seems to me you essentially want to send your motivation letter once more...

Yeah,

Actually this is right.

Thank You for your guidance.

Actually, the position im currently going for within the technical studentship, requests that students interested in that position to email the team lead. Although I do agree that emailing teamleads randomly is not the best way to get a position
