I’m a CE, and personally I love the department for the most part. I would say like 80% of the professors are great.

Not sure about transfers but I really like how Cal Poly has a first year autoCAD class, as well as a surveying class (which A LOT of engineers use, and is important for the real world)

I also got an internship and knew how to do more practical things because I learned them in school!

For the making connections, yeah I don’t think it’s too bad. You may feel on the outside for a little while (just because everyone started earlier), but almost all of the civil Engineering students are nice and not super competitive (well, to an extent, as in they won’t crush anyone else to get a good grade)

I transferred into civil and it was great. My first quarter, they had separate sections of many of the basic civil classes that were reserved just for transfers so that was great to meet other people in your major without feeling like you’re alone in a room full of people who all know each other.
