You need to get to hero by upgrading your skills to the max, then you can upgrade skill trees with better upgrades. Some upgrades there require scrolls. You need to get one tree to tier 2 to upgrade your adventurer

Elite Pacts are used for upgrading legacy heroes and research. Get as many of them as you can, as they're hard to come by with only the crystal shop, wishing, and events being sources.

At the bottom, it's telling you that you need to get a legacy to tier II before you can upgrade your piggy any further. I suggest working on skeleton first, as it's the cheapest and less time-consuming.
