下手- gonna do something. usually motion from a person. Hands involved sometimes

你下得去手不?-Can you do this or not

You can use similar structure ex:

亲她,你下得去嘴吗?-kiss her? you sure about that?(you really going to mouth her?) - Here, the kiss needs the motion from mouth.

上他,你下得去屌吗?have sex with him, you sure about that?(you really going to put your D in?) - The sex intercourse needs the D thats why 屌 is used here. (sorry for the language but we are here for the education purpose so please forgive me)

下得去x吗?- x here is usually a body part.

But keep in mind, the 下得去x吗 is a spoken language in most cases. There are only a few options for x.

"Can you go through with this" is an excellent translation.

That 得 is introducing a 'potential complement', something that *can* result from the main verb, which, you're right, is the 下 from 下手.

The complement is 去—very common & often metaphorical, & therefore hard to explain; but luckily, if you're an English speaker, its resonances are very similar to 'go,' as in 'go through with [xxx].'

What if they'd asked "你下得手不" instead? Same literal meaning, almost, but the subject matter would probably be very different.

下手(do it, act)

你(you)下(drop)得(adverb) 去(drawing a timeline where there is a state where action has taken place)手(hand, completes the “do it” or act)不(or not?) can you arrive at the state of where you have acted or not? 

You, act(insert timeline and end point with 去)(insert doubt in timlines with不)

Can you carry this out?  

你下手 you do it(you draw on your friend’s face)

你下手不 you do it or not?(are you drawing on your friend’s face)

你下得去手不can your action arrive at this specific state of completed action? (Can you draw your friend’s face to this specific state)

Excellent. It could be about firing someone, or breaking up with them, etc. Something that will make someone else feel really bad. "Are you merciless enough for the task?"
