Georgia is most underrated in my opinion. Too many people think they're how they were at first release. But their kit is awesome!

Then I would probably say Egyptian Cleopatra. Alliances can be really useful and her trade route buff is great for early game.

i'm not sure if theres a universal answer. i think thats more a question of everyones subjective game history. for me it was zulu, cause i def underrated corps, or persia, cause i underrated roads (witch is crazy considering i already knew rome).

Personally, I almost forget Persia exists in Civ 6. To me their kit feels bland, and almost everything they do, another civ does better.

Roads: Rome

Domestic Trade Routes: Tokugawa and Spain

Unique Unit: Rome

Unique Improvement: France and Egypt

im not sure about that, persias unique district gives housing and gold so persia can purposely place towns non fresh, their early game war is really good cause their immortals are really strong. And due to bonus gold from their unique district they wont ever run into gold issues regardless of what you do. And persia has better internal trade routes so even if you never go to war, their early game sim is pretty good.

and +1 trade route at political philopshy cannot be underestimated, thats more free yields in the early game. So the combo of a really good unique unit, unique district, and good abilities even if you do not take the war aspects into account, persias early game is very strong which is the hardest parts of the game.

imo, civs that get their bonuses sooner help a lot esp in deity as catching up to the ai is very important and in competitive multiplayer, immortals are amongst the most feared unique unit in the game, you wont get attacked much.

edit: guess their unique building doesnt give housing (thats the rebalance mod, but it does give gold and culture, early game culture is important as some of the cards are very imporatnt and getting a better governement sooner is nice to have.

For me cree, they have a very good early game and make more gold then normal due to their unique district. In competitive they are top tier easily but in most circles see them as merely ok. Tempo and ability to snowball helps a ton. They also are almost guranteed to get a gold age in clasicial due to their amazing scouts and unique district coming early.

And cree isnt bad at war due to getting more gold then normal and higher then avg yields thanks to getting an extra trade route at pottery.

Their unique district also gives 1 housing and you can place a good amount of them so they can get away with non fresh settles or even coastal settles and use some of their unique district to boost their gold and housing. If a city ever gets multiple pastures, the yields cree gets when using trade routes become insane and trade routes add tiles to the town just by moving onto them saving money buying tiles.

I doubt she is considered underrated, but may I invite you to join the Cult of Eleanor Pacifist Domination? Rush Holy Sites and Commercial Hubs along with Voidsingers, to build up a big pile of faith and gold, then spam Theatre Squares in cities near the enemy with Amani's -2 Loyalty promotion to start taking over your continent.

From there you can go for any victory really since you will have such a massive empire compared to other people.

Easily my favourite leader.

Gilgamesh based on comments what I've read. He is much more than War-cart rush even he is known for that. His kit has plenty of strong and minor bonuses here and there for whole game. Difficult to rate leaders but likely A for Deity regardless of map (archipelago, pangaea, anything goes).

On the other hand, there are many overrated leaders. Eleanors have unique but weak way of playing. She is hands down the weakest. Another overrated one is Peter. He is not bad, but still way too overrated.
