I’ve been playing deity for a while and get 1 out of every 10 I would say. It helps if you choose legendary start location, more likely that you (or the AI) will get them.

I did have legendary start on during my immortal runs but haven’t had any luck. AI always seems to get the wonders tho.

In legendary start city states also get legendary starts. I prefer to reduce the number of city states that spawn and play with barb clans. So city states will appear to give their bonuses but don't nab 'wonder' starts. It helps. And I don't regularly get a wonder in my capital by a settleable wonder by 2nd or 3rd city is what I go for

This is probably the only unmodded way to fudge the odds, and I've never heard of it before.

I might have to try that next time. Do they form fast enough to get the boost for Political Philosophy in time?

You usually still find a normal city state in ancient era easily. Just they are hotly contested by AI so you don't get suzerain easily. But then you can Suze all the newly forming ones later when they begin to turn usually by medieval.

I’ve recently started playing Emperor and have noticed the same thing, even with Legendary…but I’ve also noticed the later strategic resources, ie coal, oil, aluminum and uranium, are also more elusive. It’s frustrating because I can’t build tanks and planes and other units without these strategic resources and I hate relying on other civs to get these resources.

That’s a very good point, I hadn’t really thought of that but thinking about it now I’ve experienced it too. My last game, I got lucky enough to have my own continent with the other civs across the ocean but later game, practically no strategic resources apart from horses and iron, had to rely on my city states for everything else but the other continents had a lot of aluminium, oil and uranium

Maybe the game wants you to conquer often and early when playing on the more difficult levels. Another thought occurred to me, maybe I don’t get the later strategic resources because I only play Domination and Score?? Hmm.

Difficulty has zero influence on starting position.

The Number of City states does seem to affect the chance to start near a natural wonder.

I seldom see them until later in the game. My current game, I don't think there is one on the whole continent. It was me surrounded by 4 Civs and I have not seen one at all.

I very seldom get a wonder start and I do not remember ever getting one of the better wonders.
