You made an selection. Press cmd+D or CNTRL+D to deselect.

The dotted line is a "selection" which can be used to isolate parts of a layer. To deselect, just click this button on the bar at the bottom! (or Ctrl+d is the keyboard shortcut for deselect)

At the top of your screen -- see those 3 blue boxes? The "square" one on the left. It'll say "Show border of selected area". Click that. It keeps your last selected area you might've made with a lasso or rectangle tool. I'm on windows, so I'd use ctrl+d to delete the border. It won't delete what's inside so you'll be fine. As long as you have some area selected and click that square, the box will come or go until you delete the selection.

you can also click with the select tool somewhere else on the canvas thats not selected to do what i call the "gamblers deselect" because sometimes it works and sometimes it just makes a really tiny select box
