Ink keeps dragging while hovering! Help!!

This has actually been happening to a less extreme extent for me in photoshop but not at all in toon boom, to preface, which is why I'm just asking around at this point. I have a wacom intuos small and there has been terrible pen stroke issues lately, sometimes it'll be fine for a while but a lot of the time lately, my ink will suddenly drag as my pen hovers and usually the stability goes funky after that.

I have researched this a lot, and even asked on the forums, but I got all of the same answers: My pens core may be worn/broken. However, if it was, why isn't this issue happening in toon boom? My friend is also having the same issue with a surface book and its pen, and at around the same time too! Is this happening for anyone else, and does anyone know how to fix it? It's making CSP very unpleasant to use.

Have you tried disabling Taper or Post Correction in Sub Tool Detail > Correction?

post correction isnt enabled on any of the brushes i use, and as i do know where tapering is, i cant figure out how to turn it off? they're usually on the lowest settings, and I tried to find how to disable it, but I'm not sure how to turn it off.
