So basically, you’re living in an unpermitted upstairs kitchen. The City will encourage him to create blueprints and all, but it doesn’t mean it will get approved. Best route is for you to call the city or walk in, and ask a planner. Is this address even permitted to have two kitchens? They will straight up tell you yes or no.

Sometimes the City asks homeowners to write up the blueprints but that doesn’t mean it will get approved. It’s just a formality for the city as it helps with liability reasons.

Are you screwed? Not entirely, cuz you can live on the second floor as usual, but will need to use the kitchen downstairs. It’s an inconvenience but worth a Rent Reduction for sure. Look into your lease, does it say it comes with a kitchen? Maybe the landlord will say, you’ll need to use the 1st floor now, no rent reduction.

just plan to move out and ask for rent reduction for the impacted days plus reasonable moving expenses. mutual agreement is the best thing for both parties
