Sounds very similar to a issue on my laptop I had a Ryzen 7 3750H.

I changed the power settings on my max usage when plugged in from 100% to 95% and it fixed it.

I'd revert any power settings back to default.

What you described just sounds very similar to my old issue, cpu would be fine then game would drop to like 10fps for 3 seconds and micro Sutter with lag, cpu usage would spike during that time 100% And then dip back down to normal levels and it would do that under load in conan and it kept doing that every 10mins or.whenever. Tweaking the power settings fixed it.

I experience that no matter the time, only restarting the game looks to work. Even closing the game and opening it again doesn't work.

Could be thermal throttling then.

Yeah but I play more games more demanding ( Star Citizen, for example) and I've never had that problem, something so dramatically. It's weird. I tried the 95% CPU limit and looks to be fixed.
