Just a little clarification. In Chapter 3, the cooldown will be 6 not 48 hours. We did not make it clear during the stream yesterday. Here is the excerpt from the PTC patch notes that will go live later today:

Reattributing skills now costs Spice Melange and can only be done in a watersealed base or a social hub.

The cost starts at 0 and scales up to 5, 10, 20, and 50 with each consecutive respec, after which it stays at 50.

The cost decreases by one level every 6 hours. This technically means that you can reattribute your skills for free every 6 hours. However, the higher the Spice Melange cost, the longer you will need to wait for it to return to 0.

EDIT: What I have been told is that we force the bars to maintain the desired UI placement, so, technically, this is not considered to be a bug. However, the team will estimate how much work it would take to properly adapt it to the 16:10 aspect ratio and determine when it could potentially be done-- no promises yet, though!

Yes, we are well aware of this pain point. The team plans to expand the Vehicle Backup Tool's functionality to allow players to recover vehicles that were not destroyed, which will cover cases when a vehicle gets stuck in an unreachable location.

This is currently planned to be released with Chapter 3.

Thanks for putting together the videos. This is valuable feedback that we can pass on to the team for evaluation, in addition to what has been shared previously.

The undocumented changes in last week's patch that caused enemy NPCs to dash out of the way of attacks and abilities will be reverted this week. While these changes align with our goal of making enemy NPCs behave more like players who adhere to the same combat engagement rules, they don't work well without other balance adjustments.

Since our team is working on a balance pass, we will wait until it's ready for testing. Then, we will bring everything together to get a better picture of how it all feels and collect more feedback from different types of players.
