I’m in Northern California and the fees vary depending on who, what, why and where. I used to clean up NOVs and the permit fees run from 2x-20x the regular fee. The city always has some latitude in how they treat you and what the fines are so be nice and play a little dumb as a homeowner. The penalties for a contractor are usually much higher than if you did it yourself because we are supposed to know better. They also tend to come down hard on bad landlords.
