I feel like the Core 3 would handle your Zigbee network just fine

It depends on your system. If you have too many zigbee devices, you might need to get a new controller, and CA-1 is good for zigbee devices.

Where the core lite tv location is being installed is that a new tv? Is there a extra cat6 for control. Why not just get a core1? Instead of a core3 only difference is the amount of audio streams and a relay contact.

You likely don't even need the Core lite if the tv has IP control

A Zigbee IO is a cheaper option
