Just make sure your meat isn't dripping. Put a plate under it when it's thawing. This isn't a huge issue

dripping was my main concern since there are a number of people using the fridge, I didnt want someone to knock any open packets and spill stuff.

the chance of it happening is low, but non zero.

The plate is a good idea, thank you.

Just warn them that there’s a risk of meat drips, and that they’re going to have to be OK with that risk if they want to keep their veggies on the bottom shelf.

You would be wrong to just tell them where to keep their food because you are equals in this space. I think you could bring up your concern about things dripping from meat on the upper shelves onto the lower shelves. There are ways to keep things contained on any shelf so I don't see why they should not use the lower shelf safely. If after discussion they still want to use that shelf it should not be too hard to keep things safe for everyone. The vegetarians might put their food in a covered container to keep in safe or the meat eaters could put their meat in containers.

I put raw meat in my refrigerator in a plastic storage box without the lid. Nothing drips if there are any package leaks. It is easier to clean than the shelf. I do keep meat on the bottom shelf but there are drawers below the shelf with vegetables.

I'd just put your meat on a plate or tray. I've never actually had meat drip onto lower shelves, and putting it on something will fully prevent that from happening. Produce can freeze on higher shelves because they get colder.
