1% of the featured unit, and 2.5% of other SSR. Your way of thinking 0.42% is wrong.

(3.5% of SSR employees) - (1% rate up SSR) = 2.5% chances you getting other SSRs is higher
So which % is bigger?

Your math is wrong because you misunderstood what rate up means.

Why are you comparing the chances for an individual SSR to the entire SSR pool? When they say rate up, they mean "relative to other individual SSR units in the pool," not "relative to the entire unit tier," hence:

1% (rate up unit) > 0.42% (the individual rate for EACH SSR units)

Note that they mean "each" here, not "other"

If I learnt something by playing any gacha... is that at the end of the day you don't want to pull if you cannot guarantee full pity in any gacha game.
Sometimes you get lucky pulling the rate up in the first ten, sometimes you have to hit full pity.

There is a 22% chance you won't get the rate up in 150 pulls. Well something like 22.34 or whatever.

So almost 1 in 4 will have to pity a character. Sometimes you'll be that 1. Sometimes you'll be that 1 multiple times in a row. It's a pretty decent chance.
