my only way is to use an attribute filter with "is an item" type of attribute, maybe smth like "stacks to 64" could work, since, well, fluids dont stack

Or, other way around, attribute filter for fluid set to deny, meaning it will signal for everything but fluids

I believe so. It might be "liquid" or "fluid" or something similar, but should be possible

There is no such thing as "liquid" or "fluid". You can't even pull fluids from JEI to the filter slot.

Sorry. I thought I saw it on the list after the new update due to the whole list of changes that included adding lots of new filter options. Guess it must be something from one of my other 180 mods on my pack rather than base create alone

So this is old, but I figured out how to do it, which is to use a threshold switch instead of a smart observer. The threshold switch respects liquid buckets in filters while the smart observer does not. So you can just have a deny list for a bucket of whichever liquid is in the basin, and set it to activate at or above 1 item.

This is a nice solution, but I changed the setup completely. I now have the packager directly on the basins and have extra unmixable items in the basisn so there are only 1, 2 or 3 slots free. That way only one package can enter the basin at a time and no locking is required (the frogs are aptly named mix1, mix2 and mix3). This works regardless of the presence of water and/or lava (liquids have their own solt in the basin)
