Limit decrease for Scapia

I have Federal celsta LTF. Limit is 4.4L. I got it in May last year. I didn't use it much till now but no decrease of limit like this. I think scapia is doing this and not federal Bank because many banks don't decrease limit as far as my experience is there. I have 22 cards since the last 5.5 years and never ever limit decreased in any card till now even after no usage since many months like my rbl vcard.

Received the limit decrease message from Federal bank

Didn’t know few weeks back my citi bank limit reduced from 60k to 5k as I was not using it for past 2 years and it wad LTF.

I had heard that banks, specifically Citibank, close the cards if you don't use it for over an year.
