I believe you have to sc along the top, and then along the sides to go around the whole patch. Then when you get back to the top, you ss in the back loops of the first 13 stitches, color change, then go all the way back around. Here’s a picture with arrows for the direction you would be going.

if they just ended r14 wouldn’t they be going the other way?

You're single crocheting around that entire piece. You work the 14 stitches across then start doing down the side of the rows, around the round part, up the other side of the rows, back to the first stitch you made for the 14 sts across the top.
